Richard C. Visek
Deputy Legal Advisor
Richard Visek advises on domestic and international legal issues related to the work of the Department of State. Before joining State in 1999, he worked at the Justice Department and in private practice. He is a graduate of Stanford (BA), Georgetown (JD), and Cambridge (LLM) Universities.

    Deputy Assistant Secretary of State (retired)
    An intelligence specialist, Mr. Buchanan led State’s analytical program through a period of adjustment to both Intelligence Community reform and increasing international security challenges.

Meritorious Executive

  • Lawrence E. Bartlett
    Director of Refugee Admissions
    He leads programs that identify, process, and receive refugees for permanent U.S. resettlement. In the past three years, the program resettled over 200,000 refugees to the United States.
  • Cecilia M. Coates
    Managing Director, Program Management and Policy
    Ms. Coates revolutionized State’s global supply chain by implementing the Integrated Logistics Management System delivering dramatic performance improvements and saving millions in taxpayer dollars.
  • Philip A. Foley
    Director of the Office of Counterproliferation Initiatives
    Mr. Foley is the Director of the Office of Counterproliferation Initiatives in the Bureau of International Security and Nonproliferation at the Department of State.
  • Kathleen Hooke
    Assistant Legal Adviser for Human Rights and Refugees
    Ms. Hooke, an international law expert, has served as a State Department attorney for over 20 years. She is married and has one daughter.
  • Philippe A. Lussier
    Deputy Assistant Secretary of State
    Mr. Lussier is responsible for workforce planning and analysis, human resource management, HR systems operations and development, policy coordination, labor management, and casualty assistance.
  • Suzanne M. McCormick
    Director, Office of Analysis for Terrorism, Narcotics, and Crime
    Ms. McCormick leads an office that provides critical support on sensitive national issues related to the Administration’s counterterrorism, counter-narcotics, and international law enforcement agendas.
  • Katherine McManus
    Deputy Legal Adviser and Designated Agency Ethics Official
    An attorney at the State Department since 2000, Ms. McManus led the Office of Legislation and Foreign Assistance prior to becoming Deputy Legal Adviser.
  • Mary T. Mitchell
    Assistant Legal Adviser
    Ms. Mitchell has advised on complex international negotiations in her 13 year career at the State Department. She is a Michigan Law graduate.
  • Jaime E. Salcedo
    Acting Managing Director, Special Projects Office
    Mr. Salcedo joined the SES in 2008. Masters Engineering Management GW University, BS Electrical Engineering John Hopkins University, graduated as Valedictorian Colombian Naval Academy.
